ORCA Project


Coastkeeper started coordinating regional efforts known as the Organization of Regional Coastal Activists or "ORCA," aimed at increasing effectiveness of local activists at the California Coastal Commission. Through ORCA, Coastkeeper has helped train local activists to be more effective in front of the Commission while also building relationships with Coastal Commissioners. ORCA achieved its first major success when the San Diego City Council adopted an environmentally friendly Local Coastal Program (LCP) for La Jolla in November 2003, largely due to effective community organizing made possible through ORCA. Development interests are currently suing over the LCP, and Coastkeeper is helping to defend this suit.
